<p><em>Dos regiones trabajan juntas para promover la permanente cooperación e  intercambio de información entre Plataformas Tecnológicas Europeas (ETPs) y Plataformas Tecnológicas Latinoamericanas (LATPs)</em></p>
<p>El proyecto FIRST  ha implementado  <a href="http://www.latin-american-technology-platforms.eu/latin-american-technology-platforms-es">Plataformas Tecnológicas de Internet del Futuro en cinco países de América Latina (LATPs)</a>. Estas son las contrapartes de las plataformas tecnológicas europeas, como NESSI, NEM, ENIAC, Net!Works, EPoSS, Artemis, ISI, y también de plataformas locales europeas, como es.internet (España).</p>
<p>En el caso de América Latina, cada país tiene su propia plataforma (PLATA, BraFIP, MACHI, RECIIF y MTP) con diferentes grupos de trabajo correspondientes a las ETPs (Grupo de Trabajo de Software y Servicios, por ejemplo). Cada país también participa en el capítulo bi-regional, es decir, la estrategia UE-LAC Internet del Futuro  para cooperación en I+D. En este sentido, muchas actividades se han realizado para lograr esta estrategia:</p>
<ul>
<li>Creación del grupo de expertos EU-LAC Internet del Futuro.</li>
<li>Participación de organizaciones TIC más relevantes en el establecimiento y definición de la Estrategia Regional de la UE-LAC de Internet del Futuro.</li>
<li>Elaboración de documentos clave para el apoyo a la creación de la futura cooperación entre los investigadores europeos y latinoamericanos.</li>
<li>Contribución a los debates europeos de Internet del Futuro, proporcionando la visión de América Latina, sus principales temas de investigación.</li>
<li>Contribución a los debates latinoamericanos sobre Internet del Futuro, y suministro de información a las principales organizaciones TIC de América Latina.</li>
<li>Abrir el camino para la futura creación y el establecimiento de LATPs en otros países de América Latina y el Caribe.</li>
</ul>
<p>Hoy, el proyecto FIRST ha terminado, pero las LATPs y la estrategia de la UE-LAC ya están instaladas y continúan evolucionando. Se puede afirmar que esta estrategia regional es una piedra fundamental en la regionalización de América Latina y el Caribe, una región segmentada en diferentes bloques comerciales (UNASUR, MERCOSUR, Comunidad Andina, CARICOM, DR CAFTA), ya que trabaja de manera conjunta hacia una sola voz en el campo del Internet del Futuro para la cooperación tecnológica con la UE.</p>
<p>Los líderes de las LAPTs junto con un grupo selecto de Expertos y las principales organizaciones TIC de la región produjeron una serie de documentos clave para la estrategia EU-LAC. Si usted está interesado en obtener mayor información le invitamos a leerlos y ser parte del proceso.</p>

<p><em>Two regions working together to foster permanent cooperation and exchange of information between European Technology Platforms (ETPs) and Latin American Tecnology Platforms (LATPs)</em></p>
<p><em> </em></p>
<p>The FIRST project has implemented <a href="http://www.latin-american-technology-platforms.eu/latin-american-technology-platforms-en">Future Internet Technology Platforms in five</a> countries of Latin America. These are counterparts of European Technology Platforms, such as NESSI, NEM, ENIAC, Net!Works, EPoSS, Artemis, ISI and also of local European platforms such as es.internet (Spain).</p>
<p>In the Latin American case, each country has its own platform (PLATA, BraFIP, MACHI, RECIIF and MTP) and it is also participating in a bi-regional chapter, the EU-LatAm Future Internet Strategy for R&amp;D cooperation. In this sense, many activities were performed to achieve such a strategy:</p>
<ul>
<li><strong>Creation of a European-LatAm group of experts</strong> on Future Internet and technology platforms procedures.</li>
<li><strong>Involvement</strong> from most relevant <strong>Latin American ICT-related organizations</strong> in the establishment and definition of the Regional EU-LatAm strategy for cooperation in Future Internet.</li>
<li><strong>Production of key documents</strong> in support of the establishment of future cooperation between European and Latin American researchers.</li>
<li><strong>Contribution to European discussions</strong> on Future Internet, providing the Latin American Vision, identifying main research themes, and highlighting opportunities for cooperation.</li>
<li><strong>Contribution to Latin American discussions</strong> on Future Internet, providing inputs to key Latin American organizations.</li>
<li>Pave the way for the<strong> future creation and establishment of LATPs </strong>in additional Latin American countries</li>
</ul>
<p>Today, the project already ended, but the Latin American Technology Platforms and the EU-LatAm Strategy will remain and evolve. It can be affirmed that this regional strategy is a brick in the regionalization of Latin America and the Caribbean, a region  segmented in different trade blocs (UNASUR, Mercosur, Andean Community, CARICOM; DR CAFTA), but working together towards a unified voice in the field of Future Internet R&amp;D cooperation with EU.</p>

			<content:encoded><![CDATA[<p>After the great success of the FIRST Encounter Seminar held in Poznań, Poland, on the 26<sup>th</sup> October 2011, a new milestone is approaching: the opportunity to cooperate with other FP7 projects working in the International Cooperation arena, to take advantage of the FIRST project outcomes and to contribute to the European and Latin American policy dialogue on ICT research cooperation. This step will be implemented during the upcoming Conference<strong>: <em>‘</em>Fostering EU-Latin America ICT Policy Dialogue’,</strong> taking place in <strong>Brussels</strong> on the <strong>28-29 November 2011. </strong></p>
<p>The FIRST Encounter Seminar organised in Poznań was intended to present the Latin American Technology Platforms on Future Internet and Information and Communication Technologies Components, to share information with stakeholders of the European ICT Technology Platforms and to seek possible ways for international cooperation among ETPs and LATPs. The project aims, indeed, to extend the concept of European Technology Platforms to Latin American, by gathering strategic stakeholders from the different sectors included in the Future Internet, ICT Components and systems fields into one national ICT Technology Platform per country in Argentina, Brazil, Chile, Colombia and Mexico.</p>
<p>Seizing the occasion of the Conference<strong> <em>‘</em>Fostering EU-Latin America ICT Policy Dialogue’</strong>, the FIRST Project will bring the successful example of best case in EU-LA Collaboration and will contribute in defining future perspectives of collaboration to set up the next step for LA-EU cooperation. This event will be an important forum for European and Latin-American research stakeholders to discuss strategies to intensify cooperation in Information and Communication Technologies. It will bring together stakeholders from ICT research, industry and industry federations, decision-makers, European and Latin-American research and innovation funding agencies, as well as SMEs and large companies from each region interested in cooperation with Latin America and with Europe.</p>
<p>Among others, this event<strong> </strong>will be a brokerage occasion and a chance to build project ideas between the two continent Platforms. A particular focus will be placed on the development of cooperation with Latin America under the current Calls for Proposals of the 7th Framework Programme and the upcoming Horizon 2020, with the aim of encouraging possible participation of stakeholders of the two continents in common project proposals.</p>

			<content:encoded><![CDATA[<p>On the 26th October 2011, from 0930hrs to 1300hrs, the FIRST Encounter Seminar was held in Poznań, Poland, in conjunction with the Future Internet Assembly 2011 that took place during the Future Internet Week (24-28 October). The seminar was intended to present the Latin American Technology Platforms on Future Internet and Information and Communication Technologies (ICT) Components (LATPs), to share the information with stakeholders of the European ICT Technology Platforms (ETPs) and to seek possible ways for international cooperation among ETPs and LATPs.</p>
<p>The FIRST project aims, indeed, to extend the concept of European Technology Platforms (ETPs) to Latin American, by gathering strategic stakeholders from the different sectors included in the Future Internet, ICT Components and systems fields into one national ICT Technology Platform per country in Argentina, Brazil, Chile, Colombia and Mexico.</p>
<p>The Encounter was organized under the responsibility of Maria Barros from EURESCOM, Mauro Bianchi from TESEO, both FIRST Project Partners and Tonny Velin, together with Julián Seseña from ROSE, FIRST Project Coordinator. It counted with distinguished participants such us Chairs, Vice-Chairs, Steering Council Members of the European Technology Platforms NEM, ISI, Net!Works, EpoSS, Fotonics, NESSI, including the Pubic-Private Partnership on Future Internet (PPP FI) and Living Labs that arouse big interest of the audience, as well as representatives of the 5 Latin American Technology Platforms of Argentina (PLATA represented by Gustavo Guaragna), Brazil (BraFip, Roberto Mayer), Chile (MACHI, Mario Bruno), Colombia (RECIIF, Harold Castro) and México (Mexican Technology Platform, Jorge Buitrón and Luis Cuellar). Each expert offered an overall image of the LATPs underlining visions and challenges linked to their own countries’ strategy, with particular regard to their Strategic Research Agenda for Future Internet and ICT components and common areas for cooperation. The successful Seminar constituted the official ceremony of the constitution of the Latin American Technology Platforms (LATPs) and consequently, the major result of FIRST project. These Platforms will be essential counterparts for ETPs in Latin America, facilitating an efficient networking and collaboration with the ultimate objective of promoting joint research initiatives between European and Latin American entities from the ICT field.</p>
<p>Dr. Julián Seseña (ROSE Vision, Spain) commented “this Encounter has set up several new powerful avenues for research cooperation between Europeans and the five Latin American countries, which will serve undoubtedly for enhancing the participation of researchers from these countries in the future European projects”. He also highlighted to the European Technology Platforms the need “to bear in mind the enormous potential of the Region in the field of Future Internet, thus justifying the opening and focus of ETPs to the Latin American researchers”.</p>
<p>Mr. Klaus Pendl (European Commission) expressed his satisfaction for having attended this important meeting where the links between European Technology Platforms and the new Latin American Technology Platforms have been formalized. He said “I see today the achievement of very ambitious goals, when only two years ago these were only proposals of setting up Latin American Technology Platforms”.</p>

			<content:encoded><![CDATA[<p>La Secretaría de la Plataforma Tecnológica MACHI de Internet del Futuro convocó la I Asamblea General, que tuvo lugar el 18 de octubre en el auditorio del piso 2 de CORFO.</p>
<p>La mesa de apertura contó con personalidades muy importantes del escenario chileno.  <strong>Cristóbal Undurraga</strong>, Director InnovaChile de CORFO, dio la bienvenida a los participantes y comentó su deseo que CORFO “<em>se vaya convirtiendo en una casa para aquellos que quieran innovar</em>”. El Primer Secretario Delegación de la Unión Europea en Chile, Gerald Hatler, resaltó que “<em>el Séptimo Programa Marco ha puesto un estímulo muy fuerte para actividades de I+D en TIC porque éstas son vitales para garantizar la inclusión social, mejorar el acceso a la población, la innovación, y el desarrollo sostenible en el futuro. FIRST y la implementación de MACHI es un buen modelo para fomentar este ecosistema</em>”. Astrid Waltermann, Coordinadora Programa Unión Europea CONICYT, resaltó la importancia de que MACHI se haya instalado en Chile y que “<em>nos gustaría conversar con Ustedes para ver su continuidad</em>”.</p>
<p>Los tres representantes de las asociaciones TIC pasaron a la mesa principal. Luis Stein, presidente de GECHS, resaltó el hecho de que tener reunido al ecosistema innovador de Chile en la Asamblea es positivo y necesario: “<em>Necesario porque las TIC son vitales para el desarrollo chileno; números europeos indican que el 40% del crecimiento industrial fue gracias a las TIC</em>”.  Raúl Ciudad, presidente de ACTI, comentó: “<em>estamos aquí porque como representantes de la Industria TIC somos responsables por el progreso. MACHI es excelente porque fomenta las actividades de I+D que tanto necesita nuestro país para dar un salto</em>”. Manuel Valenzuela, director de la AIE, comentó que está convencido que MACHI colaborará para dar ese salto a un nuevo ecosistema innovador.</p>
<p>Luego<span style="color: #008000;">, </span>Silvia Bidart, directora general de ALETI, resaltó la importancia del concepto innovador de Plataforma Tecnológica de la UE, cuyas metodologías de trabajo se están adaptando a la modalidad y necesidades de Chile. Luz Ledesma Clavell, de la Secretaría ALETI, presentó a la Asamblea los hitos de FIRST y de MACHI. Algo para resaltar es que  Chile y la Unión Europea comparten muchos problemas, que se transforman en desafío comunes que pueden ser resueltos con base en las TIC. Julián Seseña a través de un video felicitó a los presentes por los logros obtenidos.</p>
<p>Todos los participantes se presentaron y fue un buen puntapié para hacer “networking” en el café. Pero antes del café, otro “hito” para MACHI: la Asamblea mocionó a Luis Stein como presidente de MACHI. Como vicepresidentes quedaron: Raúl Ciudad (ACTI), Mario Bruno (UPLA), Héctor Torres (ProteinLab UTEM), Paulina López (REUNA), Gerardo Rivas (AIE, propuesto por Manuel Valenzuela de la AIE), Miguel Arias (Divergente), Mario Ibañez (Profo-Digevo).</p>
<p>Una de las sesiones más esperadas vino después del coffee break: el elevator pitch. Allí se presentaron iniciativas de proyectos de I+D. Fue muy emocionante ver a iniciativas tan importantes para el desarrollo de Chile. Algunas eran muy novedosas, otras disruptivas y otras necesarias para mejorar nuestra calidad de vida y solucionar problemas básicos.  Los valientes fueron: Paulina López (REUNA), Claudio Maggi (INAP), Mario Bruno (UPLA), Héctor Torres (ProteinLab UTEM), Hugo Durney (UTEM), Manuel Pino (MetrikCO), Pedro Vidal (MTT), Adrián Silva (USACH), Christian Lazo (UACH), Mauricio Solar (UTFSM), Marcos Rivas (ACTI), Rodrigo Martínez (GPS).</p>
<p>En el elevator pitch se presentaron algunas iniciativas satelitales, por lo cual se armó un grupo nuevo  en este campo.</p>
<p>Mario Bruno (líder grupo de trabajo NEM y vicepresidente MACHI) le tocó presentar su participación en la Asamblea de Internet del Futuro en Polonia, en donde actuará en nombre de MACHI y presentará las iniciativas de proyectos de Chile.</p>
<p>Desde otro punto de vista<strong>, Néstor Bercovich</strong> de CEPAL informó a la Asamblea acerca de actividades del eLAC, el rol de la innovación y también informó sobre elGrupo de Trabajo regional de Software.</p>
<p>Wolfang Schuch, Gerente General Fraunhofer Chile Research presentó el caso emblemático de Chile de este centro de investigación alemán instalado en el país y su funcionamiento de trabajo en red.</p>
<p>Finalmente, <strong>Humberto Carrasco</strong>, Proyecto Pro Ideal Plus, entrenó a los presentes en las diversas maneras de presentar propuestas y formar consorcios del FP7.</p>
<p>De esta manera, concluyó la I Asamblea General MACHI: con apoyo gubernamental, alta participación de la Industria y Academia y un abanico de ideas concretas.</p>
<p>Por último, Silvia Bidart se mostró muy complacida por los logros de la reunión y por el trabajo en equipo de la Industria, la Universidad y Gobierno, quienes demostraron su interés en continuar la Plataforma MACHI, una vez que el proyecto FIRST termine.</p>

			<content:encoded><![CDATA[<p>The Secretariat of MACHI, the Future Internet Technology Platform, convened the 1st  General Assembly, which took place on October 18 in the auditorium of CORFO at Santiago de Chile.</p>
<p>The opening session featured key personalities of Chile. Mr. Cristóbal Undurraga, Director of InnovaChile CORFO, welcomed participants and expressed the desire that CORFO &#8220;go becoming a home for those who want to innovate.&#8221; The First Secretary of the European Union Delegation in Chile, Mr. Gerald Hatler, said that &#8220;the Seventh Framework Programme has a very strong incentive for R&amp;D in ICT because ICT is vital to ensure social inclusion, improving access,  innovation and sustainable development in the future. FIRST and MACHI implementation is a good model to encourage this ecosystem.&#8221; Astrid Waltermann, CONICYT Programme European Union Coordinator, stressed the importance of the fact that MACHI is already installed in Chile and that &#8220;we would like to talk with you regarding its continuity.&#8221;</p>
<p>The three representatives of the ICT associations became the welcome session. Mr. Luis Stein, GECHS president, highlighted the fact that having met the innovation ecosystem of Chile in the Assembly is very positive and necessary.  &#8220;Necessary because ICT is vital to country development; European numbers indicate that 40% of industrial growth was thanks to ICT &#8220;. Mr. Raúl Ciudad, ACTI President, said: &#8220;We are here because as representatives of the ICT industry we are responsible for progress. MACHI is excellent because it encourages the R&amp;D activities that our country needs to take a leap.&#8221;  Mr. Manuel Valenzuela, AIE director, said that he is convinced that MACHI works to make that leap to a new  innovation ecosystem.</p>
<p>Afterwards, Mrs. Silvia Bidart, ALETI general manager, stressed the importance of the innovative concept of the EU Technology Platform, whose working methods are being adapted to the Chilean ways and needs. Mrs. Luz Ledesma Clavell, from ALETI Secretariat, presented the milestones of MACHI and about the technology platform concept.  Something she noted is that Chile and the European Union share many problems, which become common challenge that can be solved based on ICT solution and thanks to international cooperation activities. Then, Mr. Julian Seseña, FIRST Coordinator, congratulated via video the participants for the achievement of creating the platform.</p>
<p>All participants presented themselves and it was a good start to do &#8220;networking&#8221; in the coffee break. But before the pause, another milestone occurred: the Assembly designated Mr. Luis Stein as MACHI chairman.  The designated vice-presidents were: Raul Ciudad (ACTI), Mr. Mario Bruno (UPLA), Mr. Hector Torres (ProteinLab UTEM), Mr. Paulina Lopez (REUNA), Mr.  Gerardo Rivas (AIE, Manuel Valenzuela proposed this nomination), Mr. Miguel Arias (Divergente), Mr. Mario Ibañez (Profo-Digevo).</p>
<p>One of the most expected sessions of the Assembly came after the coffee break: the elevator pitch. There, organizations presented R&amp;D initiatives. It was very exciting to see such important initiatives for Chile development. The persons that presented were: Mr. Paulina Lopez (REUNA), Mr. Claudio Maggi (INAP), Mr. Mario Bruno (UPLA), Mr. Hector Torres (UTEM ProteinLab), Mr. Hugo Durney (UTEM), Mr. Manuel Pino (MetrikCO), Mr. Pedro Vidal (MTT), Mr. Adrian Silva ( USACH), Mr. Christian Lazo (UACH), Mr. Mauricio Solar (UTFSM), Mr. Marcos Rivas (ACTI), Mr. Rodrigo Martinez (GPS).<br />
In the elevator pitch satellite initiatives were presented, so a new group was put together in this field.</p>
<p>Mr. Mario Bruno (NEM working group leader and MACHI vicepresident) reported his participation in FIA Poznan (Future Internet Assembly in Poland), where he will act on behalf of  MACHI by presenting the platform and its initiatives.</p>
<p>From another point of view, Mr. Nestor Bercovich from ECLAC informed to the Assembly about eLAC2015 activities, the role of innovation and also reported on regional Software Working Group.</p>
<p>Mr. Wolfgang Schuch, Fraunhofer Chile General Manager, presented the case of the centre as a model for collaborative research between Chile and Germany.</p>
<p>Finally, Mr. Humberto Carrasco, from Pro Ideal Plus project, trained the attendees in various ways of presenting proposals and FP7 consortiums models.</p>
<p>Thus, the General Assembly MACHI concluded successfully: with government support, high share of industry and academia and a range of concrete ideas.</p>
<p>Finally, Mrs. Silvia Bidart was very pleased with the achievements of the meeting and teamwork Industry, University and Government, who showed their interest in continuing the MACHI platform, once the FIRST project ends.</p>

			<content:encoded><![CDATA[<p>PLATA members, the Argentine Future Internet technological platform, celebrated its first Assembly on October 6<sup>th</sup>, 2011, at Fundación Cassará, Buenos Aires City. The Assembly took place in the framework of the ICT Forum, organized by the Argentine Bureau for Enhancing Cooperation with the European Community in Science, Technology and Innovation (ABEST) and together the Project Pro Ideal Plus.</p>
<p>Several events happened in this meeting.</p>
<p>First, a president was chosen to represent PLATA, role granted to Mr. Gustavo Guaragna, CEO of Snoop Consulting and member of CESSI. The vice presidents that were elected are: Mr. <strong>Esteban di Tada </strong>(University of Palermo), Alejandro Maneffa (Polo IT Buenos Aires), Gustavo Barragán (CEIL), Javier Orozco (Universidad Nacional del Sur), Paula Vink (G &amp; L) and Daniel Russomanno (ITS).</p>
<p>Another important milestone of the journey was the session where different PLATA members presented their R&amp;D initiatives. Under the methodology of elevator pitch, universities, enterprises and other organizations exposed their ideas. All the initiatives are characterized for using ICT to solve problems that are present in Argentina, Latin American and Europe. The purpose of the elevator pitch in the Assembly was to show the different capabilities of the members. The ideas will be distributed at European platforms in order to find potential partners and presented in FIA Poznan, the Future Internet ​international event, at the end of October. Congratulations to all participants!</p>
<p>Important figures participated in the Welcome Session of the Assembly. Mr. Klaus Pendl, Research Programme Officer (DG Information Society and Media, European Commission), played a role highly appreciated by the audience. The Assembly also had the honor of having the presence of the Ambassador Ileana di Giovan, representing CONAE (National Commission of Space Activities), who emphasized the great potential that ICT applications, especially software, have in satellite communication fields. Mónica Silenzi, coordinator of the International Relations of MINCyT, an entity that supported PLATA from the start, and Santiago Ceria from Sadosky Foundation.</p>
<p><strong>Rosa Wachenchauzer</strong>, ICT National Contact Point, explained that the model of the Technology Platform that PLATA uses is the model that the Argentina-UE roadmap takes.</p>
<p><strong>Silvia Bidart</strong>, Regional Project Coordinator FIRST, mentioned the importance of the associative capacity of the ICT sector in Argentina, a fact that is manifested in this platform to bring together the actors of R &amp; D &amp; i in the field of Future Internet .</p>

Éstas se destacan por utilizar las TIC para resolver problemas que tenemos los argentinos, los latinoamericanos y también los europeos. El propósito de este “elevator pitch” fue mostrar en la Asamblea las diferentes capacidades de los miembros. Las ideas serán distribuidas en las Plataformas Europeas  con vistas de buscar posibles socios y presentadas en el evento internacional FIA Poznan 2011, a fines de octubre. Felicitaciones  a todos los participantes!</p>
<p>Es importante destacar la participación de importantes figuras en la sesión de apertura de la Asamblea. El señor <strong>Klaus Pendl</strong>, oficial del áreaSociedad de la Información y Media, Dirección General de la Comisión Europea, tuvo una participación muy valorada por los asistentes.. Asimismo, se tuvo el honor de contar con la presencia de la <strong>Embajadora Ileana di Giovan</strong>, en representación de la CONAE, quien comentó el gran potencial que tienen las aplicaciones TIC, sobretodo de software, en las comunicaciones satelitales. <strong>Mónica Silenzi</strong>, coordinadora del departamento de Relaciones Internacionales del MINCyT, entidad que apoyó a PLATA desde el inicio, y <strong>Santiago Ceria</strong> de la Fundación Sadosky.</p>
<p><strong>Rosa Wachenchauzer</strong>, Punto de Contacto Nacional ante el 7PM de la CE, destacó el modelo de la Plataforma Tecnológica que utiliza PLATA y menciónó que el roadmap Argentina-Unión Europea toma este concepto de plataforma. <strong>Silvia Bidart</strong>, Coordinadora Regional del Proyecto FIRST, mencionó la importancia de la capacidad asociativa del sector de TIC en Argentina, hecho que se pone en manifiesto en esta plataforma para aunar a los actores de I+D+i en el campo de Internet del Futuro.</p>
<p><strong>Sobre FIA Poznan:</strong>El Internet del Futuro tiene su semana exclusiva en Poznan, Polonia, del 24 al 28 de octubre de 2011.  Esta semana reúne varios eventos relacionados al Internet del Futuro debido a que en la Unión Europea se reconoce que Internet y su desarrollo es vital para la economía del futuro.  PLATA estará presente en FIA y mostrará la agenda y roadmap de Argentina.</p>
